Community Development
The Municipality’s development risk was offset by a long-term lease with the Colchester East Hants Health Authority, which provided much needed centralized health services, combined with the Municipality’s need to replace its aging library. An employment centre helps the building achieve success as a ‘one stop shop’ for public services and home for many agencies. Conveniently located at a busy highway intersection, the East Hants Resource Centre has reinforced Elmsdale as the primary growth centre between the Halifax International Airport and Truro, attracting in turn private investment in retail and tenancies in the Municipality’s adjacent industrial park.

Model Approach
The site was designed to accommodate future expansion of an office centre – and is now being considered for new municipal offices. The Municipality’s leadership in financing the centre at preferred lending rates and securing leases from compatible tenants allowed it to move forward, as opposed to waiting for direct financial support from senior governments.
